Argentina for 50 years has been the leader of Latin-American efforts to have done with the Monroe Doctrine. Therefore this week 400 banquet guests in Buenos Aires audibly rustled and gasped with surprise as Argentine Foreign Minister Dr. Carlos Saavedra Lamas, recent Nobel Peace Prizeman (TIME, Nov. 30), not only praised the Monroe Doctrine but went on to deliver what cables soon called "the most laudatory speech made about the United States in any Latin-American country in the last generation...

...Lately, rapid and extraordinary changes in U. S. magazines have helped reverse the trend. Last year's two most noteworthy new British magazines were striking imitations of TIME, called Cavalcade and News Review. This month, the British reading and picture-looking public was handed two more copies of recent U. S. magazine hits. One was Coronet-sized, Esquire-angled Lilliput, "The Pocket Magazine for everyone." The other was a frank imitation of the New Yorker christened Night and Day. Beside Sister of the Road, such recent revelations as Mark Benney's Angels in Undress and John Worby's The Other Half, pale into comparative respectability. Bertha's birthright was a mess. Her mother, a handsome blonde who advocated and practiced free love on her father's Kansas farm, had four children, each...

Madrid complained that the Rightist air force has been "doubled" by recent arrivals of Germans and Italians, declared that 15,000 more Italian soldiers had just been landed officered by members of the Italian General Staff. Meanwhile seven German warships left their anchorages in Portuguese waters (see map, p. 15), steaming past Gibraltar into the Mediterranean, where they were joined by the Admiral Graf Spee...

...Recent disclosures of foreign engineers who have now left the country as a result of the Soviet Union's drive to get rid of foreigners, form a vivid picture of industrial chaos from top to bottom. Foreigners having business with Soviet organizations report them in confusion. They start dealing with one set of executives only to have them disappear and be succeeded by another, who know nothing of what has gone before and who themselves soon disappear, to be succeeded by another set of novices...
