...Bush campaign was Willie Horton, the Massachusetts killer who raped a woman after he escaped from prison on a weekend furlough. The Bush camp relentlessly invoked Horton to portray Michael Dukakis as soft on crime -- but maybe also to make a not so subtle pitch to racial fears. In recent weeks, however, Bush has adroitly been mending fences. He moved quickly to meet with Jesse Jackson, Coretta Scott King and N.A.A.C.P. leader Benjamin Hooks. Jim Pinkerton, the director of policy development for the Bush transition team, promises, "The President-elect has a personal commitment to a new day in civil...

Experience has shown the Third World that destruction of forests can have disastrous consequences. Forests are vital watersheds that absorb excess moisture and anchor topsoil. Deforestation contributed to the recent droughts in Africa and the devastating mud slides in Rio de Janeiro last year. In Costa Rica topsoil eroded from bald hills has greatly shortened the life of an expensive hydroelectric dam. Alvaro Umana, Costa Rica's Minister of Industry, Energy and Mines, estimated that the surrounding watershed might have been protected 20 years ago for a cost of $5 million. ...Recent research has confirmed that this is more than just theory. By drilling deep into Antarctic and Arctic ice, scientists have been able to measure the amount of CO2 in air bubbles trapped in ancient layers of snow. The conclusion: CO2 levels and global temperatures have risen and fallen together, over tens of thousands of years. And there is evidence from space: Mars, which has little CO2 in its atmosphere, has a surface temperature that reaches -24 degrees...

...government may be called national unity, but it will lean distinctly to the right. Both parties agreed to strict limits on the steps Israel would take toward peace. In a nine-page coalition contract, Likud and Labor flatly rejected recent proposals in P.L.O. chairman Yasser Arafat's peace campaign, saying the Israeli government "will not negotiate with the P.L.O." Instead, the pact reiterated Likud's long-standing call for direct talks with Israel's Arab neighbors, such as Jordan, and adopted Labor's offer to include non- P.L.O. Palestinians who live in the occupied territories. "We must do everything...
