Although Premier Kiyoura was closeted in conclave with the Elder Statesman, Marquis Saionji, and although Minister of Home Affairs Rentaro Mizuno enjoined the Premier to hold on to office, it was not thought that the Premier would attempt it nor that Elder Statesman Saionji would recommend it.
