...fact that immigration reform is on the table is a sign that Washington has accepted a truth that Mexico has long held to be self-evident: That migration across the Rio Grande is essentially an economic problem. There'd be little reason for Mexicans to risk the harrowing passage if there were decent jobs to be had at home.
