Nigeria went four months ago. On May 30 the Ibo tribe, which dominates Nigeria's Eastern Region, seceded from the Nigerian Federation and proclaimed the independent Republic of Biafra; and on July 7 a federal attack on Biafra plunged the country into civil war. Nervous African leaders know that no African state was better prepared for independence, and they know that no African state is immune to the problems which beat Nigeria to its knees--those of a tribal society confronting modernization. They are hoping Nigeria will stand again...
...military victory were the key to Nigerian unity, Africans could take heart. Most observers feel it's a matter of time--two months at most--until Federal armies overrun Biafra and disperse its ragged forces. The Biafrans probably postponed the end with their daring thrust into Nigeria's Midwestern Region last month; and federal forces have shown a curious unwillingness to follow up their infrequent victories...
These are minor woes compared with the ones that the government will face when the new Tolyati Fiat plant in the Middle Volga region is completed in 1969. Right now there are only about 1,000,000 cars in Russia, and only 75,000 in Moscow, a city of 6,500,000 people. Moscow has only eight filling stations and Leningrad just three. Mechanics of the Soviet...
...They even went along with Uruguay's plea that "an acute economic and financial crisis" entitles it to be classed among the "less developed" countries for the next five years, despite the fact that its people normally enjoy one of the highest standards of living in the LAFTA region. But such happy harmony was soon shattered when the three other "less developed" nations-Paraguay, Bolivia and Ecuador-demanded that their goods be allowed to move into the more industrialized countries duty-free, even before the first tariff cuts are scheduled to begin in about three years. Otherwise, they argued...
...Snub from Labor. To do all that, one of the first places Wilson and Shore may have to show some muscle is in dealing with Britain's featherbedding unions. Southern Region Railway men, for example, are threatening a 24-hour strike this month because some train drivers have lost pay as unprofitable service has been curtailed. But handling such problems will be difficult. The powerful Trades Union Congress has gone so far as to snub the Prime Minister by not even asking him to address its annual meeting this week...
