Harvard officials said yesterday that the Higher Education Act renewed by the House of Representatives on Thursday contained provisions that give the federal government excessive influence over colleges. But supporters of the act said that it will rein in tuition hikes and make college more affordable. The legislation would increase the maximum individual Pell Grant by $200 to $6,000. It also looks to expand federal oversight of colleges by monitoring tuition hikes. Rep. ...campaign against Jaafari has the backing of both the Kurds and Sunnis, who believe he is either unwilling or unable to rein in Shi'ite militias and would prefer to see the job go to Jaafari's rival for the Shi'ite nomination, Adel Abdel Mahdi of the Supreme Council for the Islamic Revolution in Iraq . It's not as if Jaafari was even the unanimous choice of the Shi'ite bloc - he won the nomination by only one vote, and then only because of the backing of radical cleric and militia leader Moqtada Sadr. Congress, Gutierrez warned last week, "may go down a path that none of us want...

But the ruling parties keep tight rein over the Muslim religious establishment through the Ministry of Awqaf, an institution that was created by Iraq's British overlords in the 1920s to control mosques, mullahs and what gets said in Friday sermons. The Baathists maintained the Awqaf as a useful tool of coercion, but it was disbanded by the American-appointed Governing Council in 2003 and forbidden by Iraq's new constitution. Yet Ministries of Awqaf still...
