Somebody seems to be always taking the joy out of life for those ardent Republicans, in Congress and elsewhere, who have set their hearts on making the inaugural ceremonies a splendid celebration of the Republican victory. Senator Harding, Senator Borah and finally Congress have effectively discouraged the idea of having an elaborate ceremony on March...

There has recently been provided, however, a practicable basis of fact upon which to build: Great Britain has unofficially announced to Republican leaders in Congress that she is at last willing to surrender her historic position as Mistress of the Seas, and will agree to limit her naval program to a point where her navy would be precisely-equal in power to that of the United States. Pressed as she is by her economic and taxation problems, and already heavily burdened with debt, she is even eager for the discussion of a "naval holiday...

That the Obregon government is informally sounding the Republican leaders rather than the outgoing government is only common sense in the circumstances. But the situation is embarrassing and illustrates again the need for a constitutional amendment which shall shorten the period between election and inauguration. In 1860 that weakness nearly destroyed the union, for it permitted traitors in the government to use the government's resources to build up the strength of the secessionists. In 1916, if Mr. Hughes had won, we should have had a very serious situation, with our policy as to Germany suspended for four months...

The Vice-President is to become more than a nonentity; under the Harding regime he will be an ex-officio member of the Cabinet. For many years the office of Vice-President has been filled by honorable men of little account, in keeping with the little responsibility attached; or by men of too much account for the political bosses--like Theodore Roosevelt, who became objectionably prominent as Governor of New York. The men who were elected Vice-Presidents were considered shelved...

True to their pledge to put the country on a peace time basis the Republican majority took the first step by repealing almost all of the strictly war-time legislation. The resolution, which was adopted by a unanimous vote in the House, declares that acts which owe their existence to a state of war shall be "administered as if the present war terminated on the date when this resolution becomes effective." Trading with the enemy, Liberty Loan enactments and those connected with the War Finance Corporation are the chief exceptions to the laws that will go, and should have gone...
