Harvard upheld the Negative of the proposition, "Res. that Congress should enact a regional power program embodying the principles of the T. V. A." in encounters with John Marshall College in Jersey City on Sunday evening April 3 and with William and Mary University in Williamsburg on Wednesday, April 6.
