...federal appeals court ruled that former President Richard M. Nixon must be compensated for the government's 1974 seizure of presidential papers and tapes after the Watergate scandal forced him to resign. Although the dollar amount hasn't been determined, some reports estimate it could run into the millions. Ultimately the American taxpayer will foot the bill. An editorial in the New York Times called the court's decision "ludicrous" and said the ruling "adds injury to insult."
