Even when the Japanese seem to give in to American wishes, they still manage to come out winners. On March 31, the so-called voluntary-restraint agreement on shipments of Japanese automobiles to the U.S. will be lifted. The arrangement was begun by the Japanese four years ago to head off stringent measures by Congress to protect Detroit's then bleeding auto industry.
