It was to help these students, some of whom receive smaller scholarships than they otherwise could and undergo great hardships as a result, as well as those who cannot afford to attend Harvard at all due to our present policies, that I co-sponsored a resolution calling for the return of ROTC to campus. I would never, however, suggest that all ROTC students are economically disadvantaged, nor that the money is the primary motive...
