Some restaurants require waiters to tip the kitchen staff. But they're not waitstaff. They should not be participating in the cut. You know this is illegal because if you ask the owner if he does it, he'll say no. That puts waiters between a rock and a hard place. They can say no, but the manager can say, "Fine.
