Former Associate Attorney General Webster Hubbell admitted that, before joining the Clinton Administration, he had overcharged the Federal Government and other legal clients at least $394,000, thanks to inflated fees and fraudulent expenses. Hubbell, one of President Clinton's closest friends and a former law partner of Hillary Rodham Clinton's at the Rose Law Firm in Arkansas, pleaded guilty to two felony counts of mail fraud and tax evasion. Billy Ray Dale, former White House travel office chief, pleaded not guilty to embezzling money paid by the news media for travel with the president, and asked the judge for the right to subpoena records from Hillary Rodham Clinton and other White House officials to prove his innocence.
