Last year Herbert Clark Hoover as Secretary of Commerce and William M. Jardine as Secretary of Agriculture asked Dr. George McCullough Rommel, agricultural consultant long associated with the Department of Agriculture, to study the possibilities of farmers earning money from their traditional wastes.
