RIGHT after the congressional elections last November, Richard Nixon surveyed the political terrain and told his intimates that Senator Edward Kennedy would most likely be the Democratic candidate for President in 1972. But what of Maine's Edmund Muskie? "The George Romney of the Democratic Party," Nixon scoffed. In 1967, Romney blew an early lead among the Republican contenders by appearing dimwitted when he confessed to having been "brainwashed" about Viet Nam. Now Republicans publicly and Democratic rivals privately are in full cry after Muskie for what might seem to be a similarly fatal failing: indecisiveness...

...biggest question mark in the controversy at this point is the role of the Federal Government. Secretary Romney favors federal action against Black Jack. But in his Feb. 17 news conference. President Nixon said he did not approve of "forced integration" in the suburbs, though he had ordered HUD and the Justice Department to submit a recommendation on the Black Jack suit "within approximately 30 days." ...within six weeks it adopted a zoning regulation that would prevent the construction of homes for more than one family. Two black members of the zoning board-there are eight black families in the town- voted to approve the regulation. Last January, Secretary of Housing and Urban Development George Romney called the new zoning law a "blatant violation of the Constitution and the law." Once again the center, aided by the American Civil Liberties Union, sued: the case is in the first stages of what will certainly be a lengthy trial and appeals process...

Last week the Commerce Department reported that the annual rate of starts climbed to 1,715,000 in February, up from 1,306,000 in the same month a year earlier. George Romney, the ebullient Secretary of Housing and Urban Development, calls housing "the brightest spot on the economic horizon." Defending the FHA, George Romney, Secretary of Housing and Urban Development, last week angrily denounced the Banking Committee study as "inaccurate, misleading and very incomplete." The committee staff based its findings on a look at only 280 homes. "They've picked out a few horror examples," fumed Romney. Still, he conceded that "some shocking situations" do exist. The FHA has already tightened its appraisal rules, increased its inspections and raised its property standards in an effort to stop the speculative spree. Romney, a onetime president of American Motors, noted that a used-car buyer often finds that...
