Corn in the three states, which produce more than half of the nation's supply, is being attacked by a virulent fungus disease. It eats through the tender leaves of young plants, causes weakened stalks to collapse and, at worst, turns ears of corn into blackened rot. Called Southern-corn leaf blight, the fungus has long been confined to the South because its wind-borne spores do not survive the dryness of northern summers. Measure of Distress. After several futile attempts to stamp out black-marketeering in the collectives in Vinh Phuc province, Party Theoretician Truong Chinh lamented that "corruption still remains, just like weeds that grow and grow again." The surly dock workers of Haiphong have left tons of cargo to rot and rust on the piers. In the countryside, stubborn peasants joke about Hanoi's efforts to make the collectives work. The latest concerns the government-issued Nam Mot (Model 51) plow. The shoddy, easily broken plow, say the peasants, should really be named "Mot Nam"-meaning one season...

Seale, already under indictment for conspiracy to riot and crossing state lines with intent to incite a rot, fought extradition to Connecticut, which is sued an indictment against him on August 19. A California court ordered him extradited, and Governor Ronald Reagan, not surprisingly, turned down his appeal...
