Already the President has angered some Governors and mayors by impounding the money that Congress has approved for such purposes as highway construction and pollution control. The City of New York is suing Environmental Protection Administrator William Ruckelshaus in federal court, charging that the impounding of water-pollution-control funds is illegal.
