...Allies (whose nationals, together with Belgian, Netherlands and U. S. capital, own 80% of Rumania's oil production) pacified while this is going on. Sir Reginald Hoare, British Minister at Bucharest, applied Allied pressure, warning Professor Netta et al. with grim politeness that Germany's quota of Rumanian oil must on no account be increased, least of all out of wells developed by Allied money. Professor Netta et al. replied that Germany's quota would not be increased, but the decline in Rumania's oil production must be stopped and reversed...

...military reasons Rumania anticipates attack from across the Dnestr near Cernauti (see map) rather than from Odessa into Bessarabia. (In Bessarabia there are too many swamplands to cross.) There are now 18 Rumanian divisions massed around Cernauti as against four in Bessarabia, which Rumania might even yield under stress, taking her stand along the River Prut. ...Rumania defend herself from Russia, Carol had good cause to consult Prince Paul for help. Though little news of it leaked, his Government was just as frantically reinforcing its frontiers as the Belgians and the Dutch. Thousands of reservists called to the colors completely overtaxed the capacity of the Rumanian railroad system. Not only was there no standing room in railway cars, men clung on the outside steps in below-zero weather. Some of them grew numb and were found in the morning dead along the right...
