...their credit, President Hu Jintao and Premier Wen have talked about the importance of expanding China's safety net and boosting rural incomes. But the global economic crisis may force them to move more quickly on these fronts. China's unemployment rate could reach 14% before the crisis is over, according to one recent study, even with all the infrastructure spending Beijing is throwing at the problem. Wen himself said Thursday that if the economy doesn't grow 8% this year (and only the most optimistic economists believe it will), the country risks politically destabilizing social unrest...

...government, just issued a report calling on Beijing to spend 2.6 trillion renminbi (about $370 billion) on social programs by 2012. Lu Mai, the secretary-general of the foundation, notes that the government has started down this road with a new plan to drastically expand health coverage in rural China, where some 800 million of China's 1.3 billion people live. That's a step forward. But China will need to spend more to expand its safety net, as Lu says, and it needs to hurry. If only it could import Barack Obama's economic-recovery act. It might work...

The only sound on this placid afternoon is the tinkling of wind chimes. It wasn't always so quiet in this tiny rural community of 730 in central Texas where former President George W. Bush has maintained a ranch since 1999. Four years ago, there were some who wondered if the noise would ever stop. The President's five-week summer vacation at his ranch brought the turmoil over the Iraq war into...

...program is notoriously stingy. State law requires counties to provide care only to those deemed "indigent," defined as people who earn less than 21% of the federal poverty line, or $2,274 a year for a single adult and $4,630 for a family of four. Many counties, particularly rural ones, do no more than that minimum. So Texas - a state with relatively little regulation of the health-insurance industry - is fertile territory for insurance companies selling bare-bones coverage at low prices...

...lack of government statistics: The most recent figures from the "Medicial Certification of Cause of Death" (MCCD), India's national death registry, are from 2001, and only cover "participating urban hospitals." For rural areas, death certificates are even harder to come by. Officials must rely on the "Survey of Causes of Death" (SCD), a "verbal autopsy survey of a sample of villages across rural India." One study conducted in a rural Tamil Nadu district tracked 39,000 deaths - 16% of which were suicides committed by women using fire...
