Children, particularly young children, look towards adults to keep them safe. Yet in 1991, 2.7 million children were reported to child protection agencies as victims of physical, emotional, and sexual abuse, three times the number as in 1980. According to the U.S. Justice Department, of the 2,595 juveniles (ages 12-17) killed in 1992, 76% of were killed by adults.
