PROFESSOR Samuel Huntington is a "heavy." He is Chairman of the Government Department at Harvard. He is a Fellow of the Center for International Affairs. He is a member of a group called the Southeast Asia Development Advisory Group, a subdivision of the Agency for International Development. He has gone to Vietnam as a consultant to the U. S. government. And most recently he has been in Malaysia, advising the Malaysian government on how to cope with the internal problems that it faces. Huntington is more than a minor figure.
