The White House argues that the Iranians involved were taking great personal risks dealing with a nation that the Ayatullah Khomeini regularly denounces as the Great Satan. The Iranians had to be assured that the emissaries they met were acting with Reagan's authority, and so they demanded arms transfers that only the President could authorize. Perhaps so.
