...tell them. Some meteorologists ask whether the state is undergoing a permanent climatic change, but most point out that multiyear droughts have occurred often over the centuries. The 1928-34 drought lasted even longer than this one. Astrologers, not always disdained in California, say that with Saturn moving toward Aquarius, the skies will begin to open. Drenching rains lashed Northern California last week but probably sank straight into cracked ground rather than running into rivers and lakes. Relief almost certainly will not come soon. Even if the rainy season were average, it would not return many reservoirs to normal levels...
...Where's Saturn? Frustrated dealers and prospective car buyers have been asking that question since General Motors rolled out its much touted new auto in October. Last week GM's Saturn division said that trouble in fitting the car's doors and other exterior components, and in obtaining parts that meet strict quality standards, had limited production through Nov. 30 to 2,162 autos, one- third of the planned output. Saturn said it was correcting the problems, and expects to build 3,000 cars in December, still less than half the projected production rate...
...snags have forced Saturn to postpone the opening of its first dealerships in the Northeast until spring, and confounded owners of the 52 existing dealerships, each of whom has spent about $2 million in start-up costs. "I've got 45 deposits from customers for new cars, but I've received only six cars," laments Karen Tibus, president of a Plymouth, Mich., franchise. A dealer in Cleveland says he's lost 20 sales because of the delays. Saturn officials are reportedly considering ways to compensate dealers for the business they have lost...

...action is part of GM's campaign to concentrate operations in its most efficient plants, most notably its new Saturn factory in Tennessee. "GM wants to begin the decade of the '90s with a clean slate," says Scott Merlis, an analyst with the investment firm Morgan Stanley. The automaker's latest downsizing, which will eliminate an estimated 20,000 jobs, drew no protest from the United Auto Workers. One reason is that the U.A.W.'s new contract with GM allows many workers who lose their jobs to get severance equal to as much as three years...
