LESSON NO. 2: IF THERE'S BAD NEWS LURKING, LET IT OUT YOURSELF. Like Dole, the White House has had trouble containing its most damaging story. In the FBI-file scandal, by failing to explain who hired Livingstone and by failing to release the delicious fact that Livingstone was a Chicken George co-conspirator in 1992, the White House handed the Republicans an extra week of controversy. "I know, dump it all out fast and make it go away," says press secretary Mike McCurry. "But they're not letting this go away. If we had got the facts out quickly...

WASHINGTON: Colombian President Ernesto Samper was officially uninvited to the United States Thursday when the Clinton Administration yanked the scandal-plagued leader's visa, citing his alleged connections to drug traffickers. The move is part of an Administration strategy to isolate the Colombian leader, a former close ally who is now widely believed to have received political contributions from the Cali drug cartel before his 1994 election. Last month, the U.S. unsuccessfully pressured members of the Colombian congress to find Samper guilty of that charge. "When the Congress absolved Samper, the U.S. had several weapons in its arsenal...

BOSTON: Just in time for a White House plagued with scandals, a mini-dustup appeared Wednesday around the Dole camp. After Simon Fireman, a former vice chairman of Bob Dole's presidential campaign finance committee, agreed to pay $1 million in fines for making illegal contributions to the Dole campaign, the Clinton campaign jumped on the opportunity to attach the words criminal and illegal to Dole. "He needs to give the details of his relationship with Mr. Fireman and what he knew about this illegal scheme," said campaign spokesman Joe Lockhart. Fireman acknowledged making illegal contributions to the Dole campaign...

...GWYNNE and LARRY GURWIN, who collaborated on this week's investigative story on the controversial Austrian trading company Nordex, used to be fierce rivals. Before joining TIME last year, Gurwin wrote for the Economist and the now defunct business magazine Regardie's on the early 1990s scandal involving the Bank of Credit & Commerce International (B.C.C.I.)--a story that Gwynne had reported on for Time. What's more, they both co-authored books on that tangled tale. It was useful preparation for their encounter with Nordex. Unlike B.C.C.I., Nordex has never been charged with any crimes, although it has been under...

Every once in a while, a new revelation about the Clinton White House is not a scandal. That was the case last week with the discovery of a 200,000-person database in the bowels of 1600 Pennsylvania Avenue. Republicans tried to portray the computer system as an ominous Big Brother that harbored a Nixonian Enemies List. The Washington Times disclosed the existence of the "supersecret" computer system on its front page, next to an article about the FBI Fileflap. Aha! The White House really is keeping tabs on people like reporters, corporate executives and members of Congress. G.O.P. leaders...
