...penultimate week of campaigning, struggling Republicans could discern scant hopes of avoiding serious defeat at the polls on Nov. 5. Their supporters were either apathetic or were deserting to the other side; their candidates lacked funds and ways to escape the crippling legacy of Watergate and the crushing issues of inflation, unemployment and the President's proposed 5% surtax. Said one presidential adviser: "All over the country there is an uneasiness, a feeling that a lot of problems are not being solved, and voters are taking it out on the party in power...

Another aspect of Iran's development that bothers critics is the Shah's unstated decision that political progress for the time being must take second place to economic growth. Decentralization of political power is moving slowly, and there is scant evidence of any quick shift from benevolent but absolute monarchy to at least limited democracy. Theoretically, Iran is a nation of competing political parties. Hoveida's Iran Novin (New Iran) holds power with a dominating 235 seats in the 267-seat Majlis. ...21st century by the fiat of a single man, no matter how good his intentions. The Shah at 55 is in good health-his worst indisposition, ironically, is an allergy that prevents his eating Iran's world-famous Caspian caviar -and he works a 15-hour day with scant time out for family life. But for all the Shah's skill and experience, sooner or later decisions must be shared more than they have been...

...permanent. After the hair has been set, the stylist applies the lotion-sometimes uniformly, often just on some parts of the head, leaving the remainder of the hair straight for an unusual textured effect. Once this is done, the hair is partially dried under a heat lamp in a scant 20 minutes, then blown fully...
