It should vigorously enforce and fully fund existing antipollution laws. If they prove insufficient, it ought to ask Congress for even tougher measures. It must also act swiftly to preserve scenic areas, waterfronts and unspoiled islands. Fortunately, the country still has many deserving areas. It might also help local governments fund more parks near cities, and if they still cannot afford the land, the Government might step in with suburban national parks...
