President Kennedy's tariff program was defended by an economist and an attorney and attacked by "two hard-headed businessmen" last night at a panel discussion at 2 Divinity Ave. Thomas B. Schelling, professor of Economics, was moderator.

During the last two or more yeas the difficulties and limitations inherent in formally negotiating a quid pro quo have been increasingly recognized. Actions speak louder than words. A promised quid pro quo is not worth as much as a delivered one. Agreements are not likely to be durable anyway...
Thomas Schelling, professor of Economics, will address the conference on "Deterrence, Disarmament, or Arms Control." The other Faculty members, who will speak at seminars, are Lous B. Sohn, Bemis Professor of International Law; Roger D. Fisher, professor of Law; and Morton H. Halperin, instructor in Government.
Halperin was a recent collaborator, together with Thomas C. Schelling, professor of Economics, on the well-known volume Strategy and Arms Control.
