...hypothetical threat of attack by intercontinental ballistic missiles is not exactly a pressing concern - indeed, it's as if the U.S. has gone off on something of a tangent. Washington will be indulged - what does Putin have to lose by engaging in lengthy negotiations over the scope of the system if the U.S. is going to build it anyway? - but not followed.
