Libya has offered to let two of its citizens stand trial for the 1988 bombing of Pan Am Flight 103 over Lockerbie, Scotland -- but under certain conditions, a Scottish newspaper reported. According to the Scotsman, of Edinburgh, Libyan authorities suggested to a visiting British lawmaker that two suspected Libyan intelligence agents be tried in a third country.
