More striking were Franklin Roosevelt's gestures to those who have grown alarmed by mounting Government deficits and recalled his 1932 promise to balance the budget. First was a veto which he imposed on a bill for $50,000,000 for seed & crop loans to farmers. Calling attention to the fact that the sum was not provided for in his budget, he declared that any money used for that purpose should properly come out of relief funds. Congressional pain at the veto was considerably alleviated when a few days later he allocated $30,000,000 from relief funds...

Jealous of his new money authority, he seems inclined to resent having to share it with Congress. It is hard to interpret otherwise his declaration that seed-bill loans made by him require no additional revenues, but loans made by Congress must be backed up by new taxes. As long as we have a lily-livered Senate and a foolish, and autocratic President neither the liberties of Congress nor of the American people itself can be safe...

...southwestern Texas for a fortnight little furry cotton seeds have been lying in the womb of Mother Earth sucking up winter rain, beginning to unfold inside, thrusting out little white roots, pushing up diminutive stalks. Day by day and mile by mile to the east and north other furry cotton seeds are being stuck into the ground for the same purpose. In a few weeks the cotton planting season will be over. For that reason the U. S. Senate last week curbed its 96 tongues, limiting each to 15 minutes exercise until a new farm bill should be passed. Passed...

...sort that many a geneticist holds responsible for evolution. "The nasturtium was most carefully watched," said Grower Burpee, "in every stage of development. Every flower was examined and it was discovered that these super-double flowers were entirely female sterile. They kept on blooming and never went to seed." Because they are "female sterile," the flowers cannot be mated with one another. But not being "male sterile," their strain can be continued by using their pollen to fertilize the double hybrids. The 60-petaled super-double hybrids were shown in Manhattan last week at a special preview for horticulturists...
