...executive order has led to what Florence calls a "mass of weird confusion" in the Defense Department. The department, for example, refused to make public the list of military installations where liquor is sold to servicemen by the bottle. The Army once classified as a military secret a modern adaptation of the bow and arrow. The Air Force stamped secret on pictures of the interiors of transport planes that had been remodeled with plush lounges for the comfort of traveling brass. The Navy put a secrecy stamp on a report of attacks by sharks on seamen, even though they took...

Troublesome Addicts. Perhaps more important than compulsory treatment will be the opening of VA facilities to all former servicemen in need of rehabilitation. Under current regulations, anyone with a dishonorable discharge - the generally accepted means of flushing troublesome addicts from the military - is not eligible for VA therapy. In the first four months of this year, for example, 394 of the 1,003 Marines dismissed from the service for drug-related abuses were discharged dishonorably and could not qualify for rehabilitation. The U.S. command declared all Vietnamese drugstores off limits to U.S. servicemen in order to discourage the buying of amphetamines and barbiturates. The Army followed suit by banning troops from bars, hotels and other businesses where drugs are known to be sold. But such measures have no effect on the thousands of other outlets, where most of the heroin is bought...

Insolent Demands. The kidnaping incensed-and embarrassed-the two-month-old, military-backed government of Premier Nihat Erim. Eleven provinces have been under strict martial law since the end of April, yet the Liberation Army, which abducted and then released five U.S. servicemen earlier this year, was still able to nab Elrom...
