Getting out the riches is notably hindered by disease. Malaria, yellow fever, yaws, trachoma and filariasis (a forerunner of elephantiasis) sap men's will to work and win. Five Years More. IIAA has also sponsored 41 cooperative programs for passing on U.S. know-how to Latin Americans in agriculture, education, public health and sanitation. Most of them, like Brazil's great SESP public-health program (TIME, Sept. 13), have contributed to Latin American development and have also served as striking examples of what could be done. All have been jointly financed by the U.S. and the cooperative governments. Since the war, many have languished for lack of funds, but this week President Truman urged Congress to give IIAA a $50 million transfusion-enough for five more years...
More Money. Despite its achievements and its obvious value in good will for the U.S., SESP has had its bumps from the economy-minded U.S. Congress. IIAA's appropriation has been halved, and the agency's power to contract with foreign governments limited to one year. Next winter, the new U.S. Congress may wipe out IIAA altogether...

This week the finance committee of the Brazilian Chamber of Deputies meets to debate the Health Ministry's 1949 budget, which includes 40 million cruzeiros ($2,000,000) for SESP.
