Bernhard Pelikan, a hydrologist at the Institute for Water Economy in Vienna, says the flooding in Austria was especially severe because of deforestation, intensive agriculture and heavy settlement around the river plains. FUND MANAGEMENT Investors Stake Their Claim The relationship between fund manager and client continues to take a litigious turn. Last week, the investment bank Merrill Lynch & Co. settled a dispute with the British supermarket group J. Sainsbury over alleged mismanagement of Sainsbury's pension fund. The undisclosed settlement helped Merrill avoid a repeat of its court battle last year with Anglo-Dutch concern Unilever, also over pension fund mismanagement. In that case, Unilever had alleged that returns on its pension fund had trailed the market by an amount larger than was permitted under the terms of its contract with Mercury...

Of course, there will be no progress in the Middle East without direct U.S. involvement. So why not link U.S. backing for an Israeli-Palestinian settlement with E.U. support for an eventual move on Saddam? In the meantime, continue the containment policy against Iraq...

...that's precisely the fear on the streets and in the corridors of power of the Arab capitals. Not that Rumsfeld is particularly concerned. On Tuesday, he went on the record disputing the characterization of the West Bank and Gaza as "occupied" by Israel, declining to criticize Israeli settlement activity there and trashing the notion of talking to the Palestinian Authority even as Bush administration officials prepared to do just that. Those positions may put him way out of step with the Bush administration's official Middle East policy, but they don't pass unnoticed in the Arab world...
