During his seven-year tenure, McNamara did indeed go a long way toward solving the puzzle of the Pentagon. Most notable were his application of sophisticated managerial techniques to the department's often chaotic budgetary and systems analysis practices, his firm assertion of civilian control, and his emphasis on conventional as well as nuclear forces. On the debit side were his reluctance to concede error and his inability to get along with Congress. "There is a way for a man to say no without offending, and there is a way for a man to say yes without offending," said...

...North has plenty of reason to feel frustrated. Its seven-year plan, due to end last year, failed to meet its goals and had to be extended-while South Korea's healthy economy was spurting ahead at a G.N.P. rate of 8.4% in 1967. Kim and his government failed in their efforts to disrupt the South Korean presidential elections last spring, watched with embarrassment while South Korea sent 46,000 men to fight its Communist allies in Viet Nam. The terms of this grant will be revised so that the Joint Center can expend it all by 1970 instead of by 1973. This change will raise the rate of expenditure of the Ford money for the next three academic years to $400,000 per year, rather than $200,000 per year. All other grants...

...been far less successful in manipulating the economy. In 1961, he launched a seven-year plan as part of the broader "Chullima" development program-named after the legendary Korean flying horse that could cover 300 miles in a single bound. Kim has been forced to admit that his flying horse has acted more like an old grey mare, has therefore extended the deadline for the plan's vaunted goals to 1970. To get the investment he needs for development, he has quietly shifted his allegiance from Red China to Russia, which is far more able to afford North Korea...
