Most spendthrift of U. S. foundations has been the General Education Board, which John Davison Rockefeller established in 1902 for "the promotion of education within the U. S. without distinction of race, sex or creed." By last December it had spent $255,334,670. Since 1920 its trustees, believing the future "will find means to provide for itself," have been giving away the principal as well as the income of this fund.* Last week President Raymond Elaine Fosdick reported that the General Education Board has only $8,700,000 still unpledged, will soon be liquidated...

...Albert Pelzman of Georgetown University School of Medicine said that he is starting an agency for proxy fathers in Washington. Blonds, brunets, redheads, Jews, Catholics and Protestants will be on the list, he said, and a prospective mother can have her child influenced in every physical respect except sex. Heredity and background of all candidates are thoroughly investigated. Since the human male attains his highest fertility during his twenties, Dr. Pelzman's present list of 15 is drawn mostly from medical students and interns who are glad to get the $25 fee per insemination. Besides teaching members how to be good unionists and how to think about economic problems, I. L. G. W. U.'s education department gives them lectures on sex and marriage, shows them how to paint, takes them sightseeing, brings them together for dancing, singing. The department has distributed over 200,000 pamphlets, produced songs, radio programs, phonograph records, films.
