...government and United States drug agents. But while Colombian authorities, namely embattled President Ernesto Samper, are blaming the cartel for the tapping, American officials believe blame lies elsewhere. "The American embassy is absolutely livid about this. They think the Colombian government is behind the taps," reports TIME's Elaine Shannon. "Pointing the finger at the cartel is seen as a desperate attempt by Samper to save his administration. He's terrified that the cartel's bookkeeper in custody is going to tell just how involved he has been with the cartel, so he is trying to deflect attention onto...

Kevin Harris, a friend of Randy Weaver who was involved in the Ruby Ridge siege, testified Tuesday that U.S. marshals started the gunfight that left William Degan, a marshal, and Weaver's son Samuel dead at Ruby Ridge, Idaho. "Harris is not a very credible witness," reports Elaine Shannon. "His comments came across as being very self-serving. He's already off the hook since his acquittal, and his testimony isn't going to shed any truth on the investigation." Marshals have testified that they were ambushed by the Weavers and that Harris shot Degan. Harris was acquitted on that...

...Deputy Director Larry Potts. His testimony came as four more FBI officials - including Richard Rogers, chief of the FBI hostage rescue team - notified the Senate panel that they intend to invoke their Fifth Amendment right. "It certainly makes the FBI look very bad to the public," reports Elaine Shannon from the hearings. "That four top officials all are going to take the Fifth gives the impression of a stonewall, and that doesn't help the bureau at all. Morale is extremely low among the rank and file. And for the FBI, morale is everything...

...that people don't want to work," says Joe Blue Horse, director of the Pine Ridge reservation's federal food-distribution program. "It's that there is no work for them to do." There is no major commercial development near the reservation, which sits within South Dakota's Shannon County in the shadow of the Badlands, and no factories or malls. Construction work provides some labor: unemployment drops from 85% in winter to a still miserable 65% when it is warm enough to build. Oglala who have ventured off-reservation to find work have more often found alienation...

...Shannon Faulkner would have been a quitter if she had dropped out during the two years it took her just to get into the Citadel [SOCIETY, Aug. 28]. Had her classmates at the school been kinder and more welcoming, she probably could have made it. Even though she quit, I still think she is one of the bravest women in the U.S.--certainly braver than most of the men in the Citadel. MATT CALCARA Overland Park, Kansas AOL: Cal Clan
