...Natan Sharansky, leader of the largest Russian party, B'Aliya Israel, and a key member of Netanyahu's cabinet, has campaigned aggressively against "religious coercion," channeling Russian rage against the Interior Ministry run by Shas -- an ultra-orthodox party, mostly consisting of Moroccan Jews, that is Netanyahu's key coalition partner. "The ministry has infuriated many Russians by challenging their claim to be Jewish," says Beyer. ...Netanyahu preserve his fragile six-seat hold on power in the Knesset. Two centrist parties, the Third Way and Sharansky's Israel Be'Aliya, said Monday that they would remain, along with two Cabinet members from the Likud Party. The defection of all three would prevent an agreement from taking effect...

Shas is the only "religious" party in the coalition and joined it amid cries of betrayal from the other conservative, religious parties. Although it is a small party with only a few votes in the Knesset, its absence from the coalition would mean that Rabin would be forced to rely on Arab party votes to sustain his majority.
