Knowledge is power, and for a country, intelligence about the covert activities of enemies and sometimes of friendly states is power supreme. This makes spying rewarding--so much so that it is institutionalized without an iota of shame by every country in the world. Yet it is a terrible shock to discover an agent spying on his own country and feeding vital information to the enemy.
