...turned away. Coming back to overflowing IN baskets is nothing new for the court, nor are complaints about it. But with the number of cases filed having doubled over the past 20 years to 4,400 last term, calls for some sort of relief are again getting shrill, even desperate. And they are led by the Justices...

Annnh! Annnh! Annnh! The repeating pierce of shrill fire alarms has become a staple for Lowellians at all hours. In the wee hours of the morning they catapult you from bed, ending sweet dreams with an abruptness Freud never could have explained. At breakfast they jar your attention from your Raisin-Bran, startling you into sudden alertness more effectively than the strongest black coffee. These aren't the lyric chimes of the famed House bells. They are Harvard's reminder to Lowellians that, mid way through October, construction still continues on the half century old structure. Worse still, ultra-audio-metrics...

But while such a political position may play well in Milwaukee, it raises a far more serious question in what could become an increasingly shrill national debate: Should any single state, or group of states, be able to put a lock on what could be regarded as a national resource? The new water sheiks of the Midwest would probably answer with a resounding yes, but the rest of the country may take another view. -By Frederic...
