MARSEILLE: The shrimp boat Caprice des Temps (Whim of Time) attracted the attention of French customs agents last March when its captain refused an order to cut his engines. The captain, Marcel Boucan, 58, was already being watched for his dealings with cigarette smugglers. The agents also noticed that though the 60-ton boat had made two trips to Miami, it never ventured near the shrimp-fishing grounds.
