Defense Secretary Les Aspin unveiled a five-year plan to cut back on military spending and personnel. Troop numbers would shrink from 1.7 million to 1.4 million, and "Star Wars" spending would be cut from $39 billion to $18 billion. Daddy Dearest, a slightly smarter sitcom about a psychiatrist whose father moves in with him, might be termed Transitional Fox. Casting angst-ridden comic Richard Lewis as the shrink is the sign of a show aiming for a more adult level of relationship comedy.
