Chicago has privatized sidewalks in front of businesses, which means that anyone who loiters is trespassing. In Sacramento, Calif., police will pay for one-way bus tickets out of state for homeless with family or jobs to go to. In its attempts to drive the homeless from downtown, San Francisco has even arrested nuns serving hot meals in the United Nations Plaza--for lacking a proper permit. Most of the 20,000 citations reportedly issued this year by San Francisco have gone unpaid...

Many may have been amused by the sight of hapless initiates butchering that modern-day ballad by the Backstreet Boys, but fewer were pleased when they brought their chickens into the classroom. How did professors feel when the first 15 minutes of their class were taken up by the vocal displays of these would-be club members? We bet they weren't all that happy...

...nice guy despite himself. The running joke of the movie is that Emmet Ray is the second greatest jazz guitarist of his time, and the two times that Emmet has encountered number one, the real-life figure Django Reinhardt (this Gypsy guitar player from France), he fainted on sight. Penn handles the movies many slapstick moments with gusto, including a terrific scene in which Emmet crashes through the roof of a counterfeiting operation in an attempt to escape a third meeting with Django. These moments of light comedy are also nicely tempered by Penn, who can give dignity...
