Pell retired this January after 36 years in the Senate. He was mainly responsible for the Pell grants and the creation of the national endowments for the arts and for the humanities. In a New York Times interview in December, the Senator revealed just how slim the footing for the endowments was in 1965. Pell spoke of conversations with Jacqueline Kennedy, who thought that the United States should have a minister of culture like France.
