Perhaps the most serious problem posed by Geneva is that of Palestinian representation. At last October's Rabat summit the Arab states recognized the Palestinian Liberation Organization as the "sole and legitimate" representative of the Palestinian people. The P.L.O., however, is still ignored by the U.S. and completely rejected by the Israelis.
