...late for that to happen. One of the study's more interesting finds is that car-crazy regions that have begun to play catch-up, like Southern California, are also seeing fewer pedestrian deaths. Unreformed Sunbelt-sprawl centers like Atlanta and Houston round out the top 10 most dangerous cities; but Los Angeles ranks only 27th. "In L.A.," says Goldberg, "they've started to recognize that biking, walking and public transit are a big part of their future. It's a good sign that the pendulum is swinging back." One way states and local governments can bring that about...

Even for a country long hardened to election violence, the massacre of at least 57 defenseless civilians on the main southern island of Mindanao, many of them relatives and supporters of a local politician and a large group of journalists, sets a new low. This troubled corner of the Philippines usually makes headlines for its long-running Muslim separatist rebellion. A day after the killings, Arroyo put two southern provinces and a city under a state of emergency and deployed more troops to the area. All permits to carry firearms there have been canceled. There are at least four versions explaining the name, which means "Fifteen Thousand," each more colorful than the one before it. Mayor Mario Samanez claims to have the official version. He says its rains around 15,000 mm (590 inches) each year in the town, hence the name. "This is the spot with the world's second highest amount of rainfall annually. That is where the name comes from," Samanez...

Quince Mil sits at a strategic point on one of the final legs of a new highway that will link Peru's Pacific coast to Sao Paulo on Brazil's southern Atlantic coast. A few years ago it would take a week to get from Cuzco, in the Andes, to Quince Mil, with the road reaching elevations of 14,000 feet and descending fast into thick, tropical forest. The same route, now being paved by a Brazilian construction company, will take around six hours when the road is finished. "The road means radical change for the population...
