...RESIGNED. ASKAR AKAYEV, 61, exiled President of Kyrgyzstan, two weeks after fleeing a popular uprising sparked by protests against purportedly rigged election results; in Moscow. Akayev was hailed as a liberal reformer when he took the reins of the former Soviet republic upon its independence in 1991, but was accused in recent years of suppressing his opponents. In a sign of its dissatisfaction with Akayev, the new Kyrgyz parliament voted to strip the leader of privileges usually granted to former presidents, but put off deciding when new elections will be held...

Last week Dmitry Medvedev, the head of the presidential administration, warned that Russia could disappear if the political élite did not "consolidate" around President Vladimir Putin. "The disintegration of the [Soviet Union] would seem like a kindergarten in comparison," he told the magazine Expert. A day later, Moscow Mayor Yuri Luzhkov mused in the tabloid Moskovsky Komsomolets about 2008, when Putin is required to step down. "I can't see anyone other than Putin" running the country, Luzhkov said. After uprisings in Georgia, Ukraine and Kyrgyzstan, some fear for Russia's own future...

...just dawn as we drive through the city to the Vietnam-- Soviet Union Friendship Hospital, where I am to have my foot examined. I can see camouflaged vehicles coming and going, their lights off. At the hospital, two male Vietnamese doctors who have been briefed about my arrival lay me on a table to take an X-ray of my foot--or at least they try to. No sooner have I lain down than the air raid sirens blare and I have to be helped into the hospital's bomb shelter, now filling rapidly with doctors and those patients...
