...this is going to sound strange - it is really no more than a plot point, something that plausibly carries us to the matter that, in recent years, has most obsessively concerned Philip Roth. Even his most casual readers know him as our only great erotic novelist, a man who spent his early career both hilariously and heartbreakingly exploring the contortions of the spirit that our sexuality imposes on us. Truly, to borrow the title of an earlier Roth novel, he has been our "Professor of Desire." He has done so with a truthfulness to the mess of it - its unseemly...

...what can a press pool, liberated from nearly eight years of "vacations" in dusty Crawford, Texas, expect in Hawaii? First and foremost, some time at Hawaii's justifiably famous beaches. Obama, who spent much of his childhood near Hawaii's best-known beach, Waikiki, is a big fan of bodysurfing. His favorite spot is a place called Sandy's Beach on the windward side of the island. Much of Oahu outside of Waikiki is for locals - in fact, the island has permitted the construction of only four hotels outside of Waikiki - and the eastern coast, where Sandy's is found...

That leaves the Iraqi government with a budget surplus this year of roughly $50 billion, which is managed by the Central Bank of Iraq along with the country's other revenues. Yet Iraq has spent only a fraction of its own money on reconstruction. The GAO report found that the Iraqi government spent just $12.2 billion of its capital investment budget in 2007. Iraqi central ministries spent only 11% of their capital investment budgets in 2007, shelling out a relatively small sum of $896 million...

While some of Iraq's surplus funds sit in U.S. accounts, no Iraqi officials reached by TIME expressed any concern that they would be able to access the money. All the funds are managed by the Central Bank of Iraq and spent on government orders. Iraqi officials say continuing violence has undoubtedly hindered the rebuilding. A shortage of skilled officials in key ministries and anti-corruption safeguards have also slowed Iraqi reconstruction initiatives, U.S. and Iraqi officials...
