This proposal is a direct reaction to the April 7 report of the Standing Committee on Afro-American Studies it is a reaction to its contents and to the present mechanism by which such decisions ore made. By so blatantly violating the spirit of the Rosovsky Report, the Standing Committee has forced us to re-evaluate, to seek not only to correct the mistake that has been made, but to try to insure that such mistakes are not made in the future...

...optimistically-on Hanoi's having a growing desire for peace. As the Air Force had it, the massive U.S. bombardment of North Viet Nam would crack that nation's morale. It achieved the opposite result: by putting everyone in the front lines, the bombing created a spirit of defiance. But, as the theory goes, without the unifying goad of bombs, the hard-pressed peasants now have the leisure to reflect on their privations. Black students have no desire to attack or usurp the authority of the Faculty--the Afro proposal in no way contravenes the spirit or substance of the Rosovsky report. We wish simply to have a say in this most vital matter. I for am tired of standing aside while the fate of black studies is decided, and I would urge the Faculty to accept the Afro proposal immediately and put an end to this lack of communication.
