This is, in large measure, a self-perpetuating philosophy. Conservative, cautious politicians are created by their perception of an electorate that will buy security, peace and quiet every time. Men like Beame actively spread the doctrine of caution among voters, creating more of their species in the process. For this reason, it is a philosophy which win elections on the national as well as local level.
