His invariable reply to battle movement orders: "Am proceeding at 31 knots." Later promoted to captain and chief of staff to Admiral Marc Mitscher, of famed Task Force 58. After the war, wisecracking, hard-hitting Annapolis-man (1923) Burke became a leader in the Navy's fight against unification.
